If the bundled version of Flash has been blacklisted, Chrome should fallback to using the locally installed Flash. What happens instead? It does not seem to do so. Flash is disabled. A user on posted about this problem (see link above, especially the comment where he reveals Chrome informed him it would not update) so I'm filing a bug. This situation could happen again in the future if/when other platforms are dropped similarly. Based on the about:flash info provided by most users on the thread so far, they only have the system-installed version listed so it looks like we might not be loading the built-in Flash at all. I'm asking them to double-check by going to about:plugins but if this is indeed the case, who should be looking into this? Although we are correctly blocking the outdated system plug-in, it definitely looks like we fail to load the built-in plugin. When users click on the link from the infobar to update Flash, the Adobe page directs them to their about:plugins page to enable the embedded version instead because they're using Chrome, but there is nothing there to enable. The strange thing is that it does not even update after I download a new one from Adobe. Also, weren't we suppose to have Pepper version in this build?
